Catholic Charities of Northeast Kansas is looking for a Program Specialist for their Kansas Loan Pool Program in Topeka to successfully promote and support the mission of Catholic Charities of Northeast Kansas as guided by the Catholic Social Teachings while providing the development and expansion of the Kansas Loan Pool Project of Northeast Kansas program. Program implementation includes: intensive case management services, financial assessment, application meetings, bank coordination, payoff support, financial goal development, monitoring appropriate action plans, and financial education. Intensive case management will provide consultation, support, direct assistance, information and referrals to community resources. Maintain case files for each program participant with appropriate documentation. EEO


Function 1: Outreach

  • Identify and pursue opportunities to recruit Kansas Loan Pool Project candidates from community agencies.
  • Interface and conduct outreach with community groups to develop relationships and recruit clients for program.
  • Participate in advocacy opportunities within the community.
  • Serve on the Kansas Money Smart Month Planning Committee. 

Function 2: Client Applications

  • Contact individuals who have inquired about the program to screen for eligibility.
  • Conduct application meetings: Complete all application paperwork and collect required documentation to submit to Director of Asset Development.
  • Coordinate with bank to get loan processed and all documentation signed and returned
  • Support client by accompanying them to pay off all predatory lenders or coordinate with director of asset development to call in payment 

Function 3: Case Management  

  • Monitor progress of families enrolled in the program
  • Conduct monthly case management meetings which include: budget coaching, budget update, credit coaching, ect
  • Assist clients to identify and monitor measurable and achievable goals with appropriate action steps
  • Maintain case file for each client with appropriate documentation per guidelines and enter all necessary information into MAAC Link system
  • Provide assistance as needed through available internal and external referrals
  • Ensure attendance of the Fundamental Financial Series 


  • Establish highly effective relationships with clients, community agencies, volunteers, and related Catholic Charities organizations.
  • Assess client financial education and asset development needs and respond based upon available resources.
  • Utilize a Strengths Based Case Management model in working with vulnerable populations.
  • Maintain confidentiality of all clients. Ensure accuracy and attention to detail in record keeping
  • Operate within program budget.
  • Maintain records and report client statistics to Financial Education and Stability Coordinator
  • Attend and participate in regular staff meetings and planning meetings.
  • Provide monthly reports on respective program and responsibilities.
  • Participate in community meetings and committees as assigned.
  • Advocate for our brothers and sisters in need by networking and participating in community meetings as available
  • Other duties as assigned. 


  • College Degree in human service field.  BSW/MSW preferred.
  • Experience working with budget coaching and monitoring finances

  • Experience in a goal and team oriented environment with a willingness to meet measurement criteria for projects and an ability to work under pressure and meet deadlines.
  • Must be self-motivated, innovative, have good organizational and planning skills, and work easily with diverse groups.
  • Must have a valid driver's license, reliable car and vehicle insurance
  • Must have hands-on ability to work with computer programs to include a proficiency in MS Word, Excel, PowerPoint and the Internet.
  • Strong writing, editing and interpersonal skills are essential.
  • Must be willing to be flexible with scheduling meetings which may include evenings
